Protection and reception measure program for children and adolescentes in na inner-city of São Paulo: a historical perspective

The study approaches the history of an institucional care for children and adolescents which is located in the State of São Paulo. The execution of this protective measure of the National Social Assistance Policy (PNAS), as a service of the Special Social Protection of high complexity, is aimed at children and adolescents when their rights are threatened and violated, and therefore there is a need to remove them away from family and Community life. To produce data, document analysis was done, based on the Registration books of children and adolescents who were members of the project, showing the historical evolution of those people the time they were in the institution. The analysis of indicators registered that, in addition to aspects of the socio-political and economic situation, the reference producers, there is also a relation between the data service, elements of municipal history, public policies at the Federal level, and technical guidelines for the execution of the service. Records unveil complex sets of interconnect issues that translate into social inequalities and that are incorporated by the protection and reception of this part of the population. It is concluded that the dialectical historical method could offer to the research some demanding methodological categories to apprehend continuity and rupture processes that they maintain in the reception’s dynamics for the reasons of the protection measure, instituted forms of social exclusion.
