Taking into account the relevance of the discourse about social networking in the field of public policies in Brazil, this article seeks to reflect on the difficulties of implementing this new paradigm of work, and to explore the strategies used by agents with the aim of overcoming some constraints, and implement, as effectively as possible, the defined purposes. The research will be illustrated with data from a qualitative study carried out in Portugal within the Social Networking Program and with previous research carried out in Brazil within the framework of SUAS. The study aims to analyze, through a dialectic methodology, the way of acting and the political discourse on the social network in Portugal, and to point out some differences and similarities with the practice and discourses carried out in Brazil.
